On January 1, 2008, the Treasuries of the Republic of Moldova had to transfer the account servicing from commercial banks to the Treasuries. Consequently, there occurred a need to implement a “Bank-client” system for remote banking services of the Regional Tresuries with the use of digital signature.
It was also necessary to ensure:
- Bank-client system compliance with the requirements set by the National Bank of Moldova regarding this kind of systems, and other specific requests set by the Tresury of the Republic of Moldova.
- observance of technical and technological requirements regarding the digital signature mechanism in the state institutions of the Republic of Moldova.
- integrating the “Bank-Client” system with the regional treasuries and the National Bank information system.
- training of 150 employees on operating the “Bank-Client” system.
- implementint the system in the Central and Regional Tresuries, the Main State Tax Inspectorate, National Fund of Social Insurance, National Company of Medical Insurance in a 2,5 month period.
As a result of the tender launched for this purpose, Deeplace has won the contest. It has offered BS-Client v.3 as a solution and it is successfully implemented in a series of Moldavian banks. In order to comply to the requirements set by the institutions mentioned above there have been executed a series of works:
- a number of public keys was developed for the tresury employees;
- developed methodological frameworks on training of employees on operating the system;
- loading and functioning testing according to the system requirements;
- distance installing of client-modules was developed and implemented in the territorial treasuries.
As a result the “Bank-client” system was implemented on terms and on January 2, 2008, first payment operations were realized with the use of the “Bank-client” system.
Presently, the “BS-Client” system is functioning in the Treasury in industrial regime and ensures operating with public financial resources in Moldova.
