In august 2008, by Deeplace company, on State Tax Service of Moldova request, was launch new informational web portal named e-Declaration. This portal is build to receive tax declarations (exclude social tax payment declaration) in electronic ways. Based on data from Pricewaterhousecoopers-Moldova, each average LTD forms company need 234 hours per year (88 hours for social funds declarations, 86 hours for profitable tax and 60 hours for VAT) to prepare 53 tax payments (include 12 declarations for social funds, medical insurance and VAT; 5 declarations for profitable tax, 4 declaration for Real estate and land taxes and some declarations for roads and local charges, private tax and taxes for natural resources).
To compare, in Macedonia, for examples, exist 40 tax payments (what means declaration preparation) And preparation of this declarations requested 75 hours, in Luxemburg - 22 declaration per year and time requested for it’s preparation is 59 hours. The secret in this short time requested for preparation is electronic declaration. The low activity of moldovan tax payers determined by the following case:
- there is no advertising of new portal;
- problems with data security;
- awaiting of opinions of more resolute colleagues;
- there is no have internet connections and don’t have on-line working experience;
- needed to obtains digital signature in Center of certification public keys for public authority;
- financial barrier – costs of each signature is 1000 moldovan leis.
Each juridical persons request tow signatures – separate for director and for accountant. Public key certificate is valid for one year and needed to be purchased new one for next year based on current tariffs.
Maxim Kashurnikov, director of “Paralax” company makes comments about e-declaration: “For small companies is requested a small number of declarations and time and money what we spend was not for preparation of these declarations but is on a trip to tax service office and backward and awaiting in turns”. The safety of transmitted data is not a problem because each document can be stolid from table of tax inspector table, when nobody is in the office – say director. Is not a problem to fulfill the declarations: “If you are familiarized with declaration form, then fulfill them is not a problem”. Ala Coliban, manager of IT department says: “Despite the fact that on the our web page we put e-declaration user’s guide, we respond on all newer user’s questions: where to address, what kind of document he need and how to work with this system.” The services of e-declaration portal are free. To work with the system is not necessary additional trainings, she says, is sufficiently the user level knowledge. We are show some of possibilities of application to simplify training process - how to fulfill the electronic declaration. The application automatically fulfills the header of declarations, verify the correction of data , declaration the errors and decrease the risks of mistakes. If the taxpayer disagree the application’s calculation values, hi can indicate his values in the declaration, but he can be ready to explain to tax inspector about this data when he obtain this declaration. Also, taxpayer has rights to send corrected electronic declarations in specified terms. “Accountant can fulfill the declaration in other application, after where convert this document in XML format, sign on, and click on “send” button. For the companies who has accounting application what can automatically generate the declarations, it’s a additional save time”.
For tax inspector the process gathering and processing of declarations is simplified. The mistakes that appear when we have manual data processing of tax declarations, practically will absent. A lot of answers from taxpayers can be obtained without to go out from the office. The process of reimbursing of VAT or pay over for another taxes will be accelerate. All of that mentioned above will be true for a lot of taxpayer what will use of this system.
All tax declaration is stored on State Tax Inspectorate server in XML format, in same form what taxpayer send this declaration and has received by tax inspection. Inspector has access to this received document and when is necessary he can verify the information. For example, to verify of delivery, inspector will compare register of outgoing waybills from supplier with incoming from buyer: additional verification not will be necessary. He can not change the data from the declarations because signed with digital signature document can be opened in "read only" mode. Human factors in this case are reduced. The server of State Tax Inspectorate assure with some level of security and administrator permanently monitoring the visitors. For any unauthorized try to access to the server, he receive an alarm signal and will intervene for this attacks. By the moment not are fixed the attacks – say Ala Coliban, and process to report of tax declaration for a small number of users of new system were finished successful. By finish of march month of current year we suppose that beneficiary of this electronic service for the first year will be only big taxpayer (approximately 360 by the republic). At the moment this restriction was excluded and 24h access to this new service has all juridical and physical persons, who has digital signature. Additional report a tax declaration on paper is not necessary. Printing of this declaration for verification is not necessary too. All of them stored on database of State Tax Inspectorate.
