Objective
Development of an application system ensuring secure data transfer to the Credit Bureau, based on information extracted from the participants’ automated banking systems. The solution validates reports and applies electronic signatures in full compliance with the Law of the Republic of Moldova “On Electronic Document and Signature.” Data exchange between the Bureau and banks follows the international METRO2 standard.
Project Description
The Credit Bureau is a key component of the banking sector, maintaining credit histories for all clients. The application is installed directly within the banks’ systems. Each day, it verifies, analyzes, and exports loan data, generating a signed report using the bank’s digital certificate and transmitting it to the Bureau. Returned data can be reviewed, corrected, and resent, with detailed rejection reasons when applicable.
Core Features
- Import, view, and edit participant documents
- Automated validation of imported data
- Electronic signing of reports before transmission
- Secure sending/receiving of credit history documents
- Editing of responses received from the Bureau
- Monitoring credit histories for individuals and legal entities
- Local storage of all client data received from the Bureau
Results
- Continuous daily updates of credit data from all connected institutions
- Full legal validity of exchanged documents
- Over 1 TB of processed data
- The highest volume of digitally signed documents in Moldova
- Distributed, redundant hardware infrastructure
Know-How
The system’s core was re-engineered from a Java monolith to modern microservices, maintaining uninterrupted client operations.
Subsystems
- Billing – payment and usage tracking
- Web Portal – client requests and report delivery
- Analytical Reporting System
- Interoperability Services – data exchange with report providers and consumers
- User Notification Service

Objective
To create a unified portal for electronic submission and processing of fiscal declarations, compliant with Moldovan legislation, using digital signatures. The system replicates the familiar paper form layout, simplifies completion, and supports auto-validation and autofill. Data is transmitted securely to the State Tax Service (SFS), National Bureau of Statistics, and CNAM systems.
Project Description
The platform includes two main components:
- Public Portal. Registered users can file declarations online, complete or upload pre-filled forms, track submission status, and access archives. The built-in “Tax Calendar” helps monitor deadlines. Classification dictionaries are available for XML export to desktop applications. Search, reporting, feedback, and news modules streamline interaction with SFS.
- Administration Zone. Manages portal content, XML form creation, and publication. Includes statistics and monitoring modules for unauthorized access attempts. Integrations with SFS & eGov/STISC systems ensure secure data exchange and certificate validation.
Know-How
- First-in-Moldova timestamping mechanism for declaration submission time validation
- Optimized digital signature flow and conflict-resolution logic
- Visual XML report structure editor
- Handling of large XML files (180 MB+, > 680 000 rows)
- Asynchronous processing to support tens of thousands of submissions during peak periods
Client: State Tax Service (SFS) — the national authority ensuring compliance with tax legislation and proper payment of fiscal obligations.
